ACCOUNTING & FINANCE OFFICER, BURUNDI
LifeNet International (LN) is currently recruiting an Accounting and Finance Officer to manage financial operations from the Burundi country office for our growing international operations. LN is a nonprofit organization that creates innovative solutions for the everyday health challenges facing East Africa’s poor. In 2011, LN launched our conversion franchise network in Burundi, East Africa to build the capacity of local church-based clinics and hospitals through nurse training, management systems, medicine supply, and equipment loans. We are rapidly expanding upon this foundation with 40 current partner facilities and targeting growth to 60 partners in Burundi by year-end 2013. Our goal is to improve clinical performance 50% within 24 months of partnership, and the first group of clinics have already exceeded this goal. In addition, LN operates a pharmaceutical supply chain for our partner clinics to overcome major “last mile” distribution challenges and is launching a program to finance purchases of equipment that will increase services for patients and revenues for clinics. In the second quarter of 2013, LifeNet will expand operations to Uganda and is looking to expand the franchise to other countries in Africa over the next few years.
Burundi ranks as the third least developed country in the UN Human Development Index. Under five mortality is a staggering 141.9 per 1,000 children. The country’s roughly 400 doctors serve a population of 8.5 million people and are largely concentrated in Bujumbura, the capital, where only 10% of the population live. LN aims to make significant and sustainable improvements in the health of Burundi’s poor through our clinical network.
POSITION DESCRIPTION
The Accounting and Finance Officer will work under the supervision of the Operations Manager to support LN’s Burundi and international operations through financial and data management as well as key accounting functions. Responsibilities may include but are not limited to:
- Manage all financial activity of LN including bank accounts, project budgets, operating budgets, reporting, etc., and prepare financial statements.
- Ensure that financial management, personnel, administrative and contractual operations are conducted according to LN policies, donor regulations and policies, Generally Accepted Accounting Principles, standard operating procedures and good business practices.
- Assist with preparation of the annual operating budget and financial reports in consultation with the Country Director, US Director, and Executive Director.
- Manage cash flow, including funds transfers, local currency exchange, and petty cash.
- Estimate upcoming cash needs and accrue expenditures as appropriate.
- Reconcile bank accounts each month.
- Maintain thorough documentation of all LN financial transactions.
- Maintain current standing with all mandated tax and registrations, including submission of payments and required reports.
- Oversee procurement and execute all approved payments for vendors, contractors and consultants for goods and services received, in accordance with he laws and regulations of Burundi, the US, Uganda, and other partners and donors.
- Manage renewal and purchase of insurance for LN and employees as necessary.
- Manage data collection and reporting of LN KPIs.
- Track loan repayments and manage accounting for LN Growth Financing and Equipment Loan programs.
QUALIFICATIONS
Candidates for the Accounting and Finance Officer should have a Bachelor’s degree in finance or accounting and 1-2 years’ experience. The ideal candidate will be an independent worker as well as an organized and detail-oriented problem solver with excellent skills in Excel and familiarity with Quickbooks and other accounting software. Fluency in English is required; French is a plus.
